I fixed this problem easy.
The game isn't using your GPU for the game I think. Go into Nvidia Control panel (or your AMD equivalent) and set it up so GW2 uses it.
You could also try plugging in a controller to open up your settings, set it to fullscreen mode and change the graphics. Your mouse and keyboard should start working after you pause the game with the controller.

God damn it, thanks Krook. I swear it's this every time and I always forget. I have it set to always use the Nvidia card and it's like with every driver update it reverts back to auto-select. shakes fist

I assume to "set it up so GW2 uses it" there will be a specific area to enable something? (sorry if this is a noob question, I'm not good at troubleshooting graphics issues). Will also try the controller method!

If you're using a Nvidia card, you can use the Nvidia Control Panel to select the PvZ:GW2 exe and select the Nvidia card from the drop down.
